Who says below 28 it's underpaid? I think with that experience you can go for 25-30 range is good unless and until your interview went fabulous. Get an offer of 25-30 then you can further negotiate with others

30lpa. Based on current market range would be 30-35lpa. below 28lpa would be underpaid. Lti Offered someone 32 for 7yoe UI only.

20-21 is ok. If they call for discussion you can tell them another company is pitching in for 25. If you still want me to consider please push for 25. If you don't want risk accept the offer and then negotiate. Choice is urs
You can play as per the current situation, np remaining and current offer in hand and then can try to reach around 30lpa. Also depends if you have some financial goals and consider avarage hike would be 4-5% in LTI and the increment cycle so after one year your exp would be 8-9 years then with 21-22lpa would you be happy?
