A few years ago I found out that companies are required to release their job titles and salary when they sponsor someone for an American work visa. If your firm hires international people, salary data for that role is available.

It's more the other way around. You cannot hire an H1B worker without first giving a similar or better opportunity to someone who is a US citizen. Only once the job application passes this labor market test you can sponsor the H1B worker.
Hence the salaries are published.
(I think the reason they release this info (without any personal info of the visa holder) is to ensure companies are not under paying foreign workers. That's my best guess.)
