I have a current CTC of 6.6 and Mastercard is offering 8.9 (including variable ) . I also have an offer from infosys of 10 ( including variable). Which one should I pick considering work life balance and appraisal.My entire doubt is that will they bring me on market rate after appraisals as currently they are not offering very good hike.

It is very common and has noticed 2-3X postings similar to this daily lately. An external candidates salary will ALWAYS be higher than an internal. It's necessary to poach potential candidates from other companies. Some of us have learned how to migrate this structure and look to apply to new employers every 24-48 months. It's long enough not to look like a poor candidate but short enough to continue large salary jumps. Welcome to how you climb the corporate ladder.
Ask for a raise. They probably know they should pay you higher but they’re not going to until you ask.
Look for opportunities elsewhere, and if your current company wants you bad enough, then you can negotiate your stay with them based on your hopefully higher-paying new opportunity, or you could just leave them totally since they want to play games.
