Sounds to me like you might be jumping to a conspiratorial conclusion and this is not a helpful frame of mind.
No organization I know of actually tracks diversity KPIs in a way that incentivizes specific managers to stunt someone’s growth.
There are many reasons, some legitimate and some not, for a manager not supporting an employee in moving up as fast as that employee wants. Being “kept there as a statistic” isn’t one.
How would we be able to give you feedback without specific details? What’s her reasoning when you ask? How are you at your day to day job? When you go over your reviews and self assessments what are the results of this? What feedback do you give? What have you done to develop yourself over the years? How have you been able to apply that development within your current job structure to stand out? It might just be that they love you where you are. They might not see you as a good fit in a different position. If you feel you could be a good fit for a promotion and they aren’t offering this…what is keeping you where you are at then? Sometimes the reality is that there aren’t any real opportunities for you to promote yourself within your current organization. I wouldn’t just jump to “diversity hire” as the reason.
This is not 100% true statement. "If you are going above and beyond you will be awarded". Lack of movement may have nothing to do with race or your race could factor other's perception of you. You are best equipped to answer this question. Over analyze your performance and if you are factual and honest with yourself you will find reasonable conclusion. Make your best decision for yourself once you reach that conclusion.
Hi! Unfortunately, it's time to move on. I'm not clear on whether or not this is a diversity issue. It sounds more like a Manager issue. Sometimes the writing is on the wall. Hope all works out!
