You need to get buy in from the very top starting with your Board of Directors and CEO. The message will be carried down from there. Otherwise you have to get senior leaders on the D&I council. While it may seem they are unhelpful everyone is on a different DEI Journey and hopefully continually exposing them to the council, the needs, and positive benefits you can slowly move them along
Do you have an employee resource group you can involve? (1) Diversity is better with company (joking aside, it’s hard work and you’ll need allies), and (2) you’ll want an exec sponsor and what better way to open a conversation than, “hi, we are an ERG and we’d like your sponsorship.”
Thank you! Forgot to mention we have a DE&I team that I'm a part of. It's mostly middle management and below. When anyone from upper management joins they end up saying very unhelpful things ("We should just trust the system" among my favorites). I understand they may not be particularly passionate about increasing diversity as that in no way benefits them, but I'd like to see some level of listening.
You can try leveraging business cases. It may feel superficial to those who actually champion DEIB values, but for stakeholders who can care less, there has to be ties to be a business benefit that ties back to the bottom line. There’s plenty of research you can upcycle!
