Does the position you applied to cap out at GS-13 or will you advance fairly quickly from there? Most attorney positions on the GS scale go up to GS-14 or GS-15. It's worth asking whether your agency will make you go up through every step based on default time-in-grade promotions, or whether they advance attorneys more quickly (e.g. DOJ brings in honors law graduates at GS-11, but they become GS-12 6 months later, then GS-13 a year later, GS-14 one or two years later, and GS-15 pretty fast).
Also I believe there is room to negotiate your starting salary upon entering federal government service. The agency might not play ball if budget is tight and they have a lot of qualified applicants. But where you start on GS scale is important because once you're in, if you take a fed job with a different agency at the same grade, they are only able to advance you 2 steps higher.
If they are trying to start you at a GS 13-1, you can definitely ask for a higher placement on the 13 scale.
