Generally, yes, but it's best to do a little research on the recruiter before reaching out to them. Some recruiters prefer to be contacted through LinkedIn, while others prefer to be contacted through their professional email.
Either one works, worst case they'll probably just tell you to contact them through their preferred method
Linkedin has been positioned as the best option ever since it was born, today it is always, and today it is the best option, the only bad thing is that it seems that employers still do not understand its functionality. I recommend you to stay on Linkedin, I wish you luck.
You can easily use both, it's the best way to embrace the smartest options. Visualize if they have LinkedIn and even more if they use that Linkedin if you see low traffic go directly to the professional email, if you do it in both media you can be noticed very needy.
