I have 18 years of experience , out of which 9 years I worked in Manufacturing industry in Quality and Planning area, then I shifted my career to SAP Functional in Manufacturing domain and in IT industry now for last 8+yrs. In between I have done executive MBA from IIM Kozhikode.Am I eligible to work in consulting in Bain India and Bain any other country?

I had a good experience at the FPD for 7 years. It can vary widely depending on the office. Offices in the south generally have higher case loads and harsh judges. Hopefully you have some public defender internship experience on your resume. May be hard to make the jump from civil if not.
I spent half a summer split between Fed PD and city attorney, then another summer at the State PD, then a spring externship at the State PD while in law school. I also interned during college at a state PD. While at my current firm, I have done some semi-criminal law/8th Amendment related work. I don't think I'll have any issue showing I'm genuinely interested in the work. But of course there are people more experienced in crim law than I am.
The FPDs I knew in EDVA when I was private were happy as clams, with cushy government benefits.

Good call paying loans off first. Federal PD is the indigent defense dream job though. Those jobs are never available because nobody ever leaves. Hope you get one and keep it for decades!
