Maybe Neocol. Maybe Original Shift. Big maybe, Accenture. The problem is that I know of a lot of individual good CPQ people, but no one company that's consistently good at it across the board and developing a practice with rigor at the moment. Many of the players who were good 5 years ago got acquired by bigger firms who were not good, and big not good firms don't acquire good firms to get better, unfortunately. Salesforce CSG was an answer until recently too, but they've had a ton of turnover of architects because their raises and promos are crap.
yeah I’ve been talking to some recruiters but it’s hard to tell the quality or CPQ experience level of some of the Salesforce practices without talking to a director. Especially smaller shops, who seem to express they’ve got experience via the new people they just hired. Thanks for your input!

Simplus used to be good... they've gone to trash.
Plenty of Salesforce firms have solid Cpq practices though. Deloitte and Accenture are the bigger ones with good cpq practices. For smaller firms, try taking a look at coastal cloud, Spaulding ridge, or thunder.
When I was at Deloitte, they had a dedicated CPQ team. This may be different now though.

If you want a smaller, more focused feel give Plative a look. They’re a summit tier partner with a netsuite erp practice as well and specialize in quote to cash across both. Coastal Cloud also a good summit partner suggestion from a previous comment.
