1. I think linked in is best for banking jibs, updated profile like a resume, buy premium and set you job notification board.
2. I moved to Citi Bank from Scotiabank and i find Citi more flexible and better exposure since Citi is global bank, but obviously it also depend which unit you are working in. (i was in Audit)

Websites are not much of help if you are applying directly.
Use LinkedIn to "network" and try to find some1 who can refer you to the job.
The more relevant the person referring you, the better. As in, if the hiring manager directly refers you, your chances are exponentially higher than any other candidate.
Unfortunately its a painstakingly slow process to find and make connections with the right people.
I used to work for CIBC and moved to CWB recently. The culture/pay/WLB is more or less similar to the "Big5".
Obviously, I have a over simplified and it will vary from profile to profile but it is generally true.
