Define "allowed"
It's not like theirs some overarching ethical board that deals with recruiters.

I think it is very common to provide anonymized (but very specific) info about candidates, I get that a ton and often unsolicited.
“Allowed” is sort of the heart of the recruiter concept problem though, they don’t work for the candidate, the candidate is the commodity - they work for the employer.
M1- I give the Universal LPQ to Counsel who want to be elevated to partner and/or want to lateral so they have a sense of what firms look for and to get the client info and collections on a document.
Choose your recruiter carefully and ensure that you only work with someone who will respect you and your personal data. We always create a professional profile that is not possible to be identified by and then only release resume paperwork that reveals your identity by obtaining specific permission to send it on to a requesting law firm.
Just because a firm asks for a resume does not mean it should be released. Set the ground rules at the outset. In the UK. you would be protected (to a degree) by data protection laws but whether you can you enforce GDPR is another matter.
We respect our clients and it is a working relationship.

Not if you didn't give permission to present a resume or a blind profile.

Anything public is fair game. Example:
Client says we want to hire from amlaw100 and we want profile x
Recruiter so someone at a firm like A, in practice group such such as Charlie? Look at their firm bio and tell me if we are aligned?
That’s problematic (and it isn’t yours anyway it’s your firms).
Send a cv without permission? Not good ethics.
