First, the collapse of the Baltimore bridge took place March 26, 2024, so more like 2 years and 6 weeks. Furthermore, I think you are comparing this bridge to the Huajiang Grand Canyon Bridge in China which took 3 years and 8 months - not 3 years and 2 months (you said 38 months) and was the most recent bridge China has built.
Second, it took weeks for crews to recover all 6 victims in the Baltimore bridge wreckage.
Third, the rubble from the damage this Baltimore bridge sustained had to be cleaned up after the victims were found, and that took another 11 weeks (according to the internet).
Fourth, funding is still being approved and as one gentleman pointed out - Trump is not helping - and I suspect it is because Baltimore (please note Baltimore is capitalized as all cities are) and the state of Maryland are both Democrat.
Fifth, an architect had to be found, and new plans had to be approved before construction. The new plans are 70% complete and given the size of the project, I should hope they are taking their time.
Sixth, my understanding is the Huajiang Grand Canyon Bridge did not suffer a prior collapse, so no cleanup was necessary and by the time construction started in 2022, plans were already done and of course, funding approved.
Let's judge the building of the Baltimore bridge when construction actually starts in 2028. This would not be an unusual or ridiculous time to start given all that happened prior to construction.
Better yet, I see that a bridge in western China - the Hongqi Bridge - collapsed on November 11, 2025. It will first need to be cleaned up, and new architectural plans drawn and again - funding.
May the best country succeed with a stable and safe bridge. Yes, I said this instead of "win" since China is known for its lack of safety standards.
