The issue wouldn't be poor people, the whole government incentive stops people from working is a myth.
It would be rich people who have the ability to procure more resources.
Also, this will basically cut off rural America.

Because this is the most trivial and uneducated interpretation of what services a government provides or does.
How would you manage government services that provide ancillary or indirect benefit? The government spends a significant amount of money supporting agriculture, such as buying additional harvest to ensure the market doesn't collapse. How do you spread that cost? What about the governments role in preparing for disasters or pandemics? What if I'm a pacifist and don't believe in war, will I no longer have to pay for our military? For something like schools and roads, far less people are there to spread the cost in rural areas, so does the farmer pay 50 times higher for their schools than the person living in a city and roads? Simply because the city folk have more people to spread the cost to? Why would there ever be an airport in a non-major city?

There is simply no way to calculate usage of government services. Are you charged everytime you use a road? What if you carpool? What if you have a small motorcycle that does ess damage to the road than a large SUV? What about the military, national security, FBI, etc. I've never caused any wars, so why should I pay for an F-35?
And yes. Your proposal would cause several and crippling financial damage. Take education. NYC has 548 high-schools and a population of 8.4M. The state of Nebraska has 368 highschools and a population of 1.9M. That means every high school in NYC is paid for by 15,300 residents, whereas in Nebraska every high school is paid for by 5,300 residents. The cost would be essentially 3x as high for people in Nebraska. There are 3 airports in New York City (counting EWR for arguments sake). There are 91 airports in Nebraska. There are a significantly more number of runways (primary maintenance cost driver) in Nebraska than NYC. Having airports will be exponentially more expensive in Nebraska. It'll be the same for arguably every single government service. As a result, the "cost" of basic services will be 3x (or significantly more) for people in Nebraska, even though the median income is much lower.

Well, I think it would disproportionately harm POCs and other groups who are dependent on government services.
Where’s your safety net or services for disabled individuals? You gotta remember that in the US well over half of the population doesn’t work due to illness or just because they’re too young or too old. You’re advocating for young people to bear the cost of debt right off the bat, and also leaving no room for young people who die, leaving the government with a loss.
Interesting concept, but probably needs a little bit of tweaking, specifically the part where it uses income tax instead of tariffs.

No, all services the government currently provides or subsidizes. I.e. road maintenance, airports, ports, etc.
Market works the same. Just changing the way we pay the government.
By far and large the wealthy consume more govt resources through indirect means than the middle and working poor. Our biggest govt resource is the military. The purpose of the military is to protect our interest (oil assets) abroad for the benefit of the wealthy.
The largest consumer of direct govt resources are Midwest states. The midwest receives more assistance then these states pay in taxes as compared to both the west coast and east coast that pay in more then they receive.
I think we should direct more of our existing resources towards community justice and compensation for wrongs of the past.
