Assuming that you pay off your CC every month, get the CSR for every day spend. Use the one with the 8% rate for anything you need to payoff over the long haul.
Who cares about APR? Pay off your card! You can use US lounges if you have non-US alliance status (e.g. Lufthansa, KLM, etc.)
I don't know how credit scores work over there, but B is usually the advice given
Look to see of amex platinum still has a priority pass partnership. There might be lounges you can use through that. Keep in mind that a lot places in Europe prefer visa or MasterCard
CSR comes with priority pass too. Doesn't make it any less favorable than Amex
I’m also an expat and keep both CSR and Amex Plat (though the small business version of the latter). Both come with priority pass (which is great) and the CSR version allows more guests. Visa is also more widely accepted and the triple points on dining and travel on the CSR mean most of my spend goes on that (and spend in other categories goes on my SPG AMEX rather than the AMEX Plat anyway). Not a lot of value to the AMEX Plat these days, to be honest. I occasionally use FHR and the concierge and use the $200/year travel credit. That’s about it.

B) Get CSR and keep the current Visa so I don’t forfeit the great APR and expand my total available credit, thus enhancing my credit score
C) Keep current Visa and open Amex Platinum, even though it’s $100 more and I couldn’t redeem the Uber credit or take advantage of the US based lounges?

american express will transfer your credit line to any country world wide
