Deloitte GPS consultant range? I’d heard they are slightly higher than the rest of the big 4 in the public sector space

I have two offers in hand. KPMG and Deloitte. CTC is almost same whereas variable is more in KPMG. I am inclined towards Deloitte India. But HR in KPMG told me that I won't be able to join KPMG India in future as I accepted their offer. I informed her within 2 weeks and didn't do anything for onboarding. I didn't ask to increase the amount or JB and I strongly believe I informed early so they can look for other candidates. Is this bluff? Any HR here to clarify
