It's just not a great job market now, and there's no way around that. I heard the money correspondent for CBS News yesterday saying companies are in the mode of "don't fire and don't hire." So essentially the work force is frozen in place, and that seems to be true in healthcare. With economic conditions being so uncertain a lot of organizations are just hesitant to add anyone to the payroll. All anyone can do is stay persistent and keep applying.

Honestly, I’ve probably applied overall 100 jobs and two of them got back to me. I feel like it’s really difficult out there so don’t feel like you are alone just keep at it.
I'll be completely honest with you and I hope that this doesn't sound dismissive, but 15 jobs over the course of three months just isn't a lot anymore. Modern job searching is now a numbers game. I know nurses who have applied to dozens, if not hundreds, of places only to get a single job offer. I don't think you're unmarketable, I think you need to be applying a lot more in order to get results.
Not dismissive at all, I appreciate the feedback. I think I need to be looking on more platforms. I'm also choosy about what will work with my family--I need part time, but most places seem to want full time (or so close to full time that they don't have to pay benefits because it's technically part time). I also can't work 12 hour shifts, and most hospital hours also don't work for my family life. Office nursing in my niche, and it's just not readily available.
I hat to say this but that isn't that many jobs. I have friends who have applied for hundreds in this job market and not gotten any calls. I would definitely suggest applying for as many jobs as you can find.
You’re absolutely correct, most jobs want full-time or a specialty. Have you tried working from home? Not sure if they too only want full-time. I think you need to expand your net.
I hope that you all find work soon and something that is fulfilling to you all! I keep getting calls for private duty trach and vent! I love my current position.
