There's no reason to ever have a balance unless you're getting a temporary 0% APR. It's a lack of discipline otherwise.
I would not pay it for them. I know people who have done so, and the person just racks up the debt again. There is an underlying issue that needs to be solved first.
I mean, do you just have $20k lying around? No you're not being too harsh! Lil bro jumped in the deep dark debt hole, and lil bro's gonna have to lift himself out by his own bootstraps.
Sometimes tough love is a necessary teaching tool, and this is one of those times.
Also, this is not the right bowl for this. There's a personal finance bowl.
To each their own. Chase gave me a 12 month introductory offer at 0% and stressed me out so much that I only made it 8 months before paying off the balance.

Yeah if I get offers like this, I usually pay it off 2-3 months early. That way you get most of the benefit but also feel better knowing there won't be issues at the last minute.
Unfortunately, nobody gets much training on managing personal finances, and almost half of American households have credit card debt.
If I were in your shoes, I would get your brother enrolled in some course on how to get out of debt
