For in person interviews I try to always drop off a written thank you note. In a crowded field of equally qualified candidates, the thank you email could be the difference. When everyone sends thank you emails, the written thank you is an incredible personal touch.
Several times I haven't gotten the job immediately I've been called back months later for another opening.
I believe so. In my case I didn't get a job after a few rounds that went quite well. I then sent an honest but polite email as a follow-up when I didn't get the job expressing my disappointment and strong desire to work for the company if anything else came up. They called me a few weeks later for another job and I got hired that day.

It just shows you're still interested after the interview. The only time I don't follow up is if I don't really want a job.
