They have to. PTO is earned and so must be paid out.
All employers pay out accrued PTO. They have to according to US employment law.
Pretty sure that's a requirement. The only time it isn't is when there's no PTO policy like at many startups - "unlimited vacation"

i think it depends on the state as well
Everyone pays what's accrued. The difference is in CA and maybe a few other states where you can't lose any PTO. If you had 200 hours unused at the end of 2015 it has to roll forward. If you accrued another 60 this year they have to pay out 260 when you leave. And they have to pay it when you leave.
