Run… you can’t change this type of behavior unless he’s the one to leave, which is unlikely because probably he’s been there awhile and as you mentioned, probably to incompetent to get a job elsewhere. He’s likely well paid and thus, you really have no shot at making this any better. You could try to go to HR but you likely won’t be the first and they probably know he’s a problem.
I have been there. My advice, save your breath and time and look for a new job. Alternatively, you could move within the company if there’s something there you want to try, and not make it about the team your on/your manager and just make it about new experiences/growth.
I’m sorry, this sucks and I totally feel for you.

HR already knows
His line manager already knows and is willing to tolerate him in exchange for something else the line manager perceives to be receiving
You have to pray & then do what God tells you (only thing that worked for me)
