As of yesterday, even though I applied in May, and that while they liked my application, they will not be considering me till early 2023.

Depends what your experience is. It might not be crazy to see if they’d bring you in as an AC2 but the expectations are substantially higher. Having supervised and evaluated people at both tenures, you don’t want to be treated as an AC2 if you’re not ready for that. If you can get the office that gave you an offer to go for it, I’d see if they’d be willing to start you as an AC1 but reevaluate after a few months / your first case. Will help ensure you come in at the right level. There’s no shame in joining as an AC1 with work experience though. It’s a tough job and the maturity you likely have from already having worked elsewhere will make the adjustment a good bit easier.
Isn’t evaluation comes only two times a year (e.g July/Jan) . Can they promote someone outside of the cycle? (I think it needs promotion meeting discussion?)

If Bain is anything like BCG, expectations for an AC2 are likely much much higher than for an AC1. It might as well be 2 different jobs with how much you are expected to contribute. I wouldn’t unless you have experience at a T2, and even then it might be a bad idea

Agreed that AC2 expectations are much higher than AC1. I came from another consulting firm and was glad to come under AC1 (came from only 1 YOE though). But promotions are pretty strict (either January or August) so you’re honestly not likely to get promoted any earlier unless you absolutely outperform, which is difficult and highly unlikely because A. You need to master the Bain way of doing things in an incredibly short period of time (before spring ratings cycle), B. Getting the highest rating is basically impossible without putting in 80+ hours
You can get an early promotion from SAC to consultant (6 months early) in your third year. There are also opportunities for early promotion later on.
The pay difference between AC1 and AC2 is like $5K, so I’d recommend staying as an AC1. There is a lot of Bain-specific stuff to learn, which is why they almost always bring new folks on as AC1s
Is there a chance to get an early promotion from AC to SAC in 1.5 years (instead of the regular 2 years) if having 1-2 YoE in B4 consulting and strong performance?
