Hello I got a confirmation from HR at Shell that I have been selected for a role and there will be background checks before joining the company. He said the mail will come from a 3rd party vendor for the background verification. It has been 1 week and there has been no mails till now. Is it normal? Should I follow up with the HR again?

Depends on the place and their process to get people “approved” for an offer. I’ve been in a situation where HR holds a mass “hiring candidate approval meeting” once every 2 weeks, so if your “final” interview was the day after that happened, you had to wait 2 weeks for the next meeting. Each company is different.

Is it a startup or traditional corporate company? Usually I give it a full 5-7 business days before reaching out but if it's a startup, I give them closer to the 7 business day mark

i always thought the final round was a formality, hang in there!! they liked you enough to bring you this far
Do you think they would just wait on it knowing they were going to offer and not respond until they have a formal offer? Is that a thing that is done? Every step i’ve gotten good feedback so idk.
There could be a scenario where it’s between you and another candidate, and they like the other candidate slightly better, so they made that candidate an offer and you are the “backup”. If that candidate takes a few days to think over the offer, or tries to negotiate, they might not respond to you until they have a firm yes or no from that candidate. If yes, then tell you it’s filled. If no, then offer to you and blame “internal delays” or something like that.
The other option is that they just can’t get people to give a final answer, either from indecisiveness or from lack of availability on a calendar. In that case, it could just take a few days to get people to actually commit to you due to agency inefficiencies.
I’d say both situations are equally as possible.

I always follow up if I don't hear back in a week. But I once waited 3 months for an offer. It really depends on how quickly they are working to fill the spot
