Hi All, My sister has done Computer Science engineering Bachelor degree and has 5 years of work experience in India. She is applying for MBA at https://www.kenan-flagler.unc.edu/programs/mba/full-time-mba/ and https://kelley.iu.edu/programs/full-time-mba/academics/majors-minors/marketing.html. Her overall goal is to get into Software Product management. I'm not sure exactly what your role is (I assume tech strategy/product based on the bowl), but I can answer this from a devs perspective.
As a dev, there is almost nothing a project/product/delivery/BA can do to speed up delivery once the work is well defined and understood. No amount of hand holding, whining or baby sitting will speed it up, in fact, this often slows it down.
What does enable quick delivery however is a clear vision, properly researched tickets and a well thought out strategy. All the things you mentioned you want to spend more time on. If you don't have time to work on this, what are you working on? Yes some developers do need babysitting, but this should be the job of a technical lead.
I struggle with this too. I started blocking out one or two mornings a week just for deep work, and I treat it like a meeting that cannot be moved. It is not perfect, but it helps me stay ahead instead of just reacting.
Not an exact answer to your question, but you really need senior leadership's buy in to be able to truly dedicate time to the discovery.
