I've never heard of that. Could you clarify a little? What's the job classification with the discrepancy, and what exactly is the discrepancy? Also, what state are you in?
I’m in California and I currently manage high volume food and beverage service. Before I was hired one of our admins was promoted to assistant director (a jump that blows my mind everyday). Today this person told me that if an employee was full time and moves to part time they get a pay reduction, opposite -a raise if they move to full time, while in the same classification of work.
In all my years managing employees, I have never heard of a policy like this. It could be understandable if an employee changes their job classification to a different role, but it sounds to me like a violation of the equal pay act.

I'm not a lawyer, so I don't know all the ins and outs here, but California is an At-Will state. So they can reduce your hours At-Will, and they can reduce your pay At-Will. The only catch is: They have to tell you about it, and you have to agree to it. You have likely already done so by signing your employment agreement. I would definitely review your employment agreement and employee handbook. This is probably outlined very clearly somewhere, if this is as big of a company as you've made it out to be.
