How is this related to overemployed? Do you have more than one job? If not, wrong place to post.
As an employee getting cents on the dollar, why be surprised or disappointed when this is literally what you signed up for when you took the job? Be your own business and CEO it up. As most CEOs have more than one function they perform for multiple places - being on boards, having multiple companies, investing in real estate etc.
Not intending to be harsh - just suggesting you Level up!
Good luck in your decision going forward
You should never be surprised at your annual performance review. If you are there’s a much larger underlying issue you need to address first, and that is why. I’d start there with your manager. You should be receiving more frequent and honest feedback.

I receive the feedback, but it doesn't feel honest, but sugar-coated. I'm not sure they see what I see, but how do I get constructive feedback from which I can improve my skill set?
How about receiving a layoff 1 week before your annual review? No discussion, and no exit interview. Perplexed and concerned about the direction of HR these days.
My reply is above. Wasn’t able to copy and paste directly to you your question.
