Like in Dec and March you will see less requirement due to Christmas and financial year ending. Similar what is the best period?

Infosys is not providing me my relieving letter as I left the company during probation. I worked almost for 8 months, served my notice period, return the joining bonus. I have received full and final settlement. HR is directly denying to provide my relieving letter. She said it comes under abandonment. Please suggest. Attended interview with Daimler. Due to vacation time they delayed their feedback for almost 15-20 days.
Meantime I joined (15 days done) a small Organisation with 100 ppl who gave a hike if 50%. (27LPA)

No Daimler comes with 110% hike (37 LPA).
What can be done.
