If you’re working in the med center, I would look for apartments in the rice village, montrose, museum district areas. You might be able to find some affordable duplexes around Rice Village, university or montrose, but houses are pricey unless you’re sharing with a roommate. I have lived in the upper Kirby area and Heights and have always felt safe in houston.
2nd this. There are places in Houston which are more prone to crime, but I've never felt unsafe in the Heights.
Houston has no worse criminality or traffic than other cities - like all places there are good neighborhoods and bad ones. Rice Village, River Oaks, Montrose will all be good. Budget is key so have a look around at indicative prices and see what works.
Different cities have different crime rates.
If you work in the med center, you can live anywhere near a park and ride stop. That will limit your day to day driving stress. And expanded the number of affordable neighborhoods you can live in
There are hospitals all over the map, so your commute will vary widely depending on the hospital-neighborhood combination. Montrose/River Oaks/Rice Village is generally centrally located and safe with a short commute to most hospitals, but there are some on the west side where you might be better off in Memorial or the safer parts of Westchase.
Are you trying for the main Medical Center or an outlying/suburban location?? Do you have a specialty?
Midtown, River Oaks, and Med Center.
What are you looking for? What do you like to do?
It's going to depend where your hospital is located.
Heights

I think traffic is bad anywhere outside of the loop.. but I also work from home so other people might be able to recommend different spaces. I live in the galleria, so I don’t experience that much crime, although it is a Galleria. But like the other commentaries, all in all it would depend on which hospital you are assigned to.
