2 full years is the norm and usually warranted. Anything more than 3 years is the agency hamstringing you and you’ll need to jump ship.
You basically have a 1-2 year minimum at each level. After that it’s basically whenever they feel comfortable promoting you, or someone else wants to hire you at that level.
Awards, politics, and changing jobs can accelerate the process.
