Is the market really bad that where a 5 years of experienced digital marketing manager who willing to be IC or lead expecting 12LPA from 7.8lpa in Chennai is so tough and everyone is low balling by saying market is low, please your opinions on what is ideal package to ask in Chennai for above qualification

Little background:

Asked for promotion in late 2020 - was required to skill up, after skilling up, asked again about when I'll be promoted and was denied because there is no "vacancy" for it.
Got my annual hike in Oct 2021 without the promotion. I asked HR last week again and got a random announcement email saying my promotion is w.e.f Oct 2021. ( and no raise for the newly promoted role).

Recently lateraled as a public defender in HCOL area to ID in LCOL area for $$$. I’ve been at the job a little over a month. My concerns are that I’m getting very little guidance or mentorship, and I’m worried about not hitting billable hours (2000 requirement but I am just over 80 for the first month).
