If you get the TC you wanted, but get 'downleveled' from your original expectations, view it as an easy promotion opportunity. If you are as good as you believe, an easy ride.
Under L5 promotions should be straightforward. I think L6 is considered a terminal level, meaning people can happily retire with loads of money without going for L7 and above promo.
Same boat. They wouldn’t budge from L3. In the end, they gave an offer high enough that it still made sense.
Imo, if you get a high comp, go for it. Starting at L3 allows some time to pick up the pace at work and the promo is fairly quick. When you do get promoted you’ll get pushed to the top of the band.

I can’t speak to technical roles, but google is notorious for under-leveling. Since they pay near top-of-market it usually doesn’t matter unless you are looking to accelerate people management opportunities.
I joined @ L3 with 3.5 EO def was under leveled. I was promoted ~9 months later and looking at second promo in the fall if things land. So you don’t get stuck for that long if you can prove you are under leveled
But mostly I would say you just need to be on the same page as your manager about everything and have them in your corner. My manager was finding L+1/2 projects for me and trusting me to execute.
