I interviewed for tcs for SAP function Consultant and cleared technical as well as managerial round on same day. Next day I received mail from HR that I have been shortlisted and require to submit all the documents.
My CCTC is 21 LPA ( 19 fixed) and I put my expectations as 27 LPA (30 percent hike on Current CTC), YOE- 5.8 years till now and then need to serve 3 month NP ( till joining 6 years)

I think once they have solidified they are going with you then yes. I haven’t been in your position but it sounds like they are trying to corner you by making you aware of another candidate yet giving you a low offer. If it is higher than what you are making now move forward and negotiate but it sounds like they weren’t planning on paying you what you are worth in the first place.
Currently near the bottom of my pay range with 6 years of experience. Do you think I should bring up the pay gap between my coworker?

A few things: 1. be weary on the “interim” role, if you were going to get it, it would be yours already - now you are babysitting until they find or secure the preferred fit. 2. There is not much you can do with the pay gap issue except leave or request that your pay-scale threshold is reviewed to fit your current skills. Probably not what you wanted to hear but the harsh reality is that even in 2024, women are still facing the same problems that have been persistent over the decades.
Another option is to test your worth in the external market. Interview to see what offer(s) you receive, and if you love your current company, let them know about your external offer(s) giving them the opportunity to match. If the love is mutual, they will either match it or get you close to it.
