How would your departure look bad on your boss? Unless you are throwing them under the bus as you go, it shouldn't. People leave all the time for many reasons. I often get emails when people leave where they provide their personal emails and ask to keep in touch.
I'm not understanding why your departure would reflect badly on your boss, but if you're leaving, that would be the case whether you email anyone or not. So you might as well send the emails. As long as the emails don't convey a negative tone, you should be fine.
I think it's pretty simple actually. I’d recommend keeping things positive and professional in both emails. For your boss, you can keep the tone appreciative, emphasizing how much you’ve learned during your time together. For the Regional Director, express gratitude for their leadership and stay open to future collaboration. It’s all about maintaining respect for both sides
Unless you your Boss will be the last to know of your departure, I don't see why you can't message individuals after you leave. You owe your Boss the revelation of your intent to leave. Who you contact separately (and use your personal email) is none of their business.
