Current firm really wants me to stay, counters that it will try to get me salary as close to big law offer and give me complex work. Stay at ID firm or accept big law offer?

Working on certs, no degree - Basically I’m looking for recommendations in the Civil Service or government field for IT jobs. How is product manager role ? Can anyone give me an idea? I am an Abap developer with 12+ years. Was not happy with my appraisal and let VP know that I wanted to move out of my current role. There is a chance I might get the role.
But still not sure what a product manager does in sap product company. Is it a role where I can see good growth in my career?
