Most HRs these days ask for previous salary slips/ bonus/hike letters without even quoting their offer. Should we proceed with what they want? Is it ethical? Any pros/cons

I am thinking beyond just verifying if the candidate is not lying on the current salary but what if they don't even have the budget to what the candidate has asked as expectation.

I work for a late stage(ipo) start up, earlier this year we were acquired & since then they got rid of our yearly bonuses and gave us an ESOP grant.
2 RIFs later we are almost bare bones. Since we are coming up on our usual yearly evaluations many of us assumed (with multiple conversation from our managers) that pay raises and promotions were due.
In a recent All hands we found out that this year there will be no pay raises nor promotions based off merit. Is it time to jump ship?

How much higher should my 1099 hourly rate be compared to hourly breakdown of annual salary? Like add 30% for taxes, then roughly how much more considering no benefits etc. - like 10-15%?

I got an offer at Nokia, and my new manager said that she wanted to put me in the higher salary bracket however the HR insisted that we lowered the range. That caused me to receive a much lower salary than expected. Should I renegotiate even when my manager said that she tried giving me more. Does HR really play that big of a role in this?

I have been offered a position at a non-US B4 with a 2 year path to partner. I know one of the partners at the local firm and have the support of the regional service line lead, and am bringing a specialized skill set they are trying to open a new business around. The KPIs seem achievable and I’ll be in charm school to help build support within that timeline. Most of me thinks a 2 year path under these circumstances realistic but my inner skeptic is jaded. I'm in negotiation with the this data company (which is only 10 % over offered fixed ctc) but HR hasn't shown much confidence. They have asked for week's time & say can only offer a signing bonus. I'm getting a bit nervous as it's an opportunity I've always wanted!
