Yes it is, especially if it’s an intracompany transfer. The job letter forms the basis of the transfer.
I moved on temporary work permit with a different company (NOT intra company transfer) and I didn’t need reference letters from prior employers. It’s nice to have but not a show stopper. What matters more is how well your prospective employer describes your role and fit for the job in Canada. Hope this helps.

It depends on which program you are applying for. For some programs where reference letters are a requirement, you can use other ways to showcase experience. However, it is very situation specific and requires more extensive documentation. You can message me directly to see how we can help if this applies to you.
If it’s not ICT, and is a work permit based on an LMIA, you probably don’t need reference letters. We usually include them if it’s unclear how you meet the criteria for the job to strengthen the application.
