PWC - 22L fixed

This is for a guidewire role.
Which is a better offer? What would be a good option for growth wrt role, salary etc.
Also, PWC claims to offer variable based on their fixed CTC based on the ratings.. is this true ? How much is the avg percentage given?

Due to obvious conditions my comp for the calendar year (salary+bonus) is back to 2017 levels although my overall sales are more than double and 1/3 less total comp than last year. HR is scheduling the interviews without checking time with me. One interview was scheduled and then it was rescheduled to a different time at last minute.
