Duties for PRODUCER vs. DIRECTOR on photo/video shoots?

As an account exec, I'm the producer. I was really lucky for a few years to have a director who helped with every aspect of the shoot - budgeting, scheduling, shot list, even manual labor! That director is no longer with our agency, and our new director is very hands-off.

I'm trying to understand if I was just spoiled with our past director, or if our new director is lazy... or if it's a mixture of both.

Is 25% a decent merchandising royalty fee for t shirt design/sales? Being asked by the organization I in-house design for what percentage of tshirt sales would I like to be paid out. I was not paid for the design so this is hopeful to make up for it. Sales so far have been 3k and may increase. Researching royalty fees I am seeing much lower but the last designer asked 25% so going off that.
