This is why (at least in the U.S.) it’s recommended to go in house between years 3-6. After that, you’re too senior and competing with people who already have in house experience. Your best bet is to just keep applying and networking and hope that someone is okay with your experience.
I was an employment lawyer and accepted a low paying, quasi in house role at a PEO. After working at that place for a short time, I jumped to a real in-house job.
Applied to hundreds of job that I had even a remote interest in on LinkedIn over a couple years. Landed a great first job in-house.
Client wants to expand the legal team and thought about me… the relationship partner was a big help too

A friend (who was actually an opposing counsel) sent my resume to a member of the legal team who was his classmate. I tell people all the time not to be a jerk, b/c you never know who will be willing to help you out.
I also connected with a ton of recruiters and in-house lawyers at my target companies
