I’ve had very low success rates in blind resume drops but 100% rates going through referrals. I would recommend reaching out to your internal network to see what kind of jobs are out there. Given you’re a young consultant from a big4, the business world is your oyster. Granted it’ll be lower level positions but it’s a lot more options than leaving as a specialized manager.
Reach out to a mentor and start a discussion. Try and meet people at interesting companies and ask for their time (give lots of personalized compliments if reaching out cold), just get the conversations going.
Work out your goals and ‘story’. Also key skills you have or want to develop is also helpful.
Ask people for advice and listen/ask questions. At the end of the coffee or zoom, ask if they know 2-3 other people you should connect with. 1 won’t respond. 1 will be a good conversation but won’t pan anywhere. Last one will be great and introduce you to a few more people.

Apply to anything Youre remotely qualified for and really lean on referrals and suggestions from people who you went to college with. With only two years out from college, you’re still a generalist and a lot of companies are willing to hire smart people and train them to do what they would like.
