Hello - hope everyone is having a great weekend. I'm looking into risk assurance opportunities at Meta, especially Application Manager, Controls (min 5 YOE) and Manager, Compliance (min 12 YOE). I am a Senior Manager with 9 years of IT risks assurance experience. Does anyone have any thought on which position I should apply? If anyone currently at Meta could share your experience, that would also help. If anyone is open to providing referrals, I could provide my background. Facebook (Meta)

When you have capacity, ask for more responsibilities (not just more work). Ask for things that will grow your skills.
When you're swamped and someone approaches you to take something else on, succinctly explain that your plate is full and let them know you'll reach out when things slow down.
All of this requires you to communicate. Communicating your status helps your managers do their job. If you're behind, that's fine - they'll help you catch up. If you're ahead, that's great. Just communicate.
If you do these things, you will grow and superiors will notice.
You can only promote yourself by giving them really good performance and performance evaluation results. Unless you join company politics your career advancement may be on a very slow pace.
