Not hard if you network... I know someone at GS that went from ops to IBD because of her networking.
It's possible. Also I've seen people from ops get into a top Bschool and start as an Associate at a BB.
You'll just have to initially prove you aren't the typical back office personality. You need to hustle, be quick, and show passion and intelligence.
MO is totally doable (if you're talking risk management), and then FO isn't a huge stretch if you excel
