Some organizations will put a lot of emphasis on that because there are details about medical coding that can be very important in some positions. No one would doubt that you have admin experience, but the subject matter can be important. You might think about getting a certification in medical coding, that would make you a more credible candidate.
They put a lot more weight on it than one would think. Though, for entry-level billing roles, I am kind of surprised that they are saying you lack clinical context. You might try getting a referral from someone and see if that helps.

Most employers often use “healthcare experience” to mean familiarity with medical terminology, compliance rules, and billing workflows, but you can bridge that gap by highlighting transferable skills like accuracy, confidentiality, and record management, and by noting any exposure to insurance or medical processes. Adding a billing/coding course can also show you’re building the clinical context they want.
