It's totally unethical, and if you are caught you will be facing a law suit and heavy fines as well as repayment (and depending on how much and how hard they press maybe some jail time)
Don't lie and say you worked when you didn't - either only bill the time you work or have minimum time periods like (1 day or part thereof) type clauses
Of course this doesn't help if you do what you think is worth a week's pay in a day though...
It's a big four professional services firm it hasn't called itself an accounting firm for over a decade and less than 18% of it's revenues come from accounting
You should simply change your billing rate and:or have a minimum charge, but I don’t recommend padding your bill. It’s unethical and disingenuous. How would like if your car mechanic did that to you?
I'm assuming you're self-employed? If so, not sure why you're charging by hour as opposed to by type of deliverable. Obviously as people get more experienced, things get faster. So if you insist on charging by hour, either raise your rates or do something else, but didn't do this. It's truly unethical and it's gonna burn you.

Write ups and write downs are a normal part of billing. If you are constantly writing things up you need to raise your billing rate though. As you gain experience things tend to get done faster. To counteract that your billing rate needs to increase.
My superior gave a client an estimate that it would take 5 hours to work on their project. There were many emails and phone calls trying to glean information that bank statements and credit card charges needed explanations for to ensure proper coding. I hate filling out time sheets, charged a minimal time for each of these communications. I was fired for unknowingly went over budget.
