I think it’s pretty rare that a new CMO keeps the agency, outside the super long running relationships like Geico, Old Spice, and Nike.

It depends how long the client had been with the agency, if it’s a 70 year relationship, a new CMO isn’t likely to change things. A 1 year relationship, the odds are they will want a change.
Where the new CMO came from also makes a difference, if it was an internal promotion, an agency change is less likely.
These days? A lot.

A CMO who brought my small agency in was terminated recently. As well as everyone else we were working with and who loved working with us.
Still need to wrap a project. But it’s now dragging due to client side layoffs. And we no longer have any sign we are getting more work going forward.
Things were going great. There was so much opportunity. Now all gone.
So yeah. CMO changes are worrisome.
