Yes! Deloitte has a talent model called “Project Delivery Model” (PDM) within Deloitte Digital, which is where Salesforce professionals work. This model caps at the senior manager level. As a PDM employee, you are not required to participate in any firm initiative or business development. In fact, doing so does not even help you at year end (promotions and raises) because firm contributions are not considered as one of the factors which decide your raise for PDM.
I will share my own experience to give you an idea about compensation possibilities/ballpark, as well as the relevant context. I am currently a manager level (up for promotion this year to senior manager), and I lead a dev scrum team on a government project (GPS: Government and Public Services). My total compensation (paychecks and bonus) from 2022 was about $193K. My bonuses are about 10% of my salary.
I was brought on as an experienced hire, and experienced raises of 5-7% year-over-year as a top performer since I joined in 2021 (I’ve gone through 2 raise cycles). I have been a Salesforce developer for about 8 years.
From a work/life balance perspective, a lot depends on project leadership, as well as how well you are able manage expectations and set boundaries with them. Generally though, my understanding is that GPS has better work/life balance but more red tape during the project (because government), while commercial has more demanding clients but also more flexibility in some things (eg. some projects allow you to work while traveling internationally, while GPS work must be done from inside the USA).

I have also heard of that stereotype, but mostly online. My personal experience on my project is that no one has ever treated me differently. In fact, I’ve found that most people don’t know who is PDM, traditional, USDC without explicitly asking (the same goes for subcontractors, surprisingly — most people on my project didn’t realize certain individuals weren’t employed by Deloitte). I think most of the time, the people you work with don’t care, but the faceless corporation (policies, benefits) may see you as second class. For example, PDM practitioners do not attend Deloitte University and have fewer opportunities for non-project events, such as attending Dreamforce or Trailblazer DX.
That being said, others may have had a different experience, and I hope people outside of my project are not victims of any kind of discrimination.
You also brought up a good point about utilization. For OP: While traditional model allows you to be “on the bench” for a while without a project, a PDM employee has only 2 weeks to find a new project if theirs ends, or they are unemployed. Hopefully without sounding insensitive or elitist, I’d say that if you are a strong performer, this is not usually a problem, as there’s always demand for people like that, and your leadership can vouch for you for other projects that may be struggling. If you’re an average performer, you might have a harder time. As with any business, even top performers sometimes get the boot when people making decisions are too far away from the individual or simply don’t care.
Also on utilization, since you aren’t required to do firm initiatives, it’s not difficult to meet utilization targets if you’re working a normal 40 hour workweek and billing all of that time to your project. You need to be careful around the holidays though since PDM doesn’t get any utilization for PTO or Deloitte Disconnects.
