You need to explain why. Being on the change mgmt team is not a good enough reason.
Perhaps an honest face to face compliment could be given with a thank you. " thank you for the honour and the pleasure of being on your team" or similar is valuable forever if delivered sincerely. I worked on a long remote project for Fluor as a young Engineer and spontaneously strung that out in my farewell and it was my way of conveying immense gratitude and admiration for the chance in the role and the experience of a very competent team performance that I know was my best in a very talented and coherent team in very challenging circumstances.
It’s not inappropriate depending on the gift
The only one who determines what is appropriate is the manager. For some of us, a tie is just a tie; for others, it may be distasteful, as it means, “I hate your ties.” So the principle is the same with a book.
Also, make sure you understand company policy on gifts, especially in the Big 4s. If you change jobs to a company where the manager is a covered person, both of you may get into trouble.
