I'd say VP. The culture would not be cutthroat, there is less competition for moving up and most importantly, lesser chances of being overlooked as an outsider. Basic perception, You join with some valuable consulting skills in Fortune 20 vs joining from a Tier 2 firm in MBB.
At this level, I suppose work life and impact matter more than comp. Personally seen VPs moving across domains so flexibility is not a concern in either.

Vast majority of BCG Principals would not get a VP exit, more like senior director. It happens, but it’s uncommon. So yes, VP exit is the dream for a lot of people but hard to come by

Is MBB your end goal? Or exit to industry?
VP offer seems to be a good exit even for MBB peers, so I would go for the VP job if the company does interest you.
Also, my guess would be either McKesson or Ping An Insurance

13 YOE. No industry focus, but concentrations in energy and public sector. Worked on some niche strategy areas.
Take the VP role. I think MBB is up or out so the failure rates are very high at the external hire senior level as they don't have the network to sponsor their career.
PL / Principal is always the bottleneck for growth for MBB - it’s not like AP / Partner levels when people are specialized and shooting for equity Partner roles. There is plenty of opportunity to be successful as a lateral at that level. MBB is dying for people at that level right now because everyone is so sold out.

The question is what’s the upside in the VP role. Corp Strat roles often don’t have much upside beyond leading the group. Some corp strat teams have a good track record of placing people into GM roles with career progression. Others are where careers go sideways until you move into a line role.
Also don’t underestimate the upside of MBB partner comp. It goes a lot higher than the $1M referenced above. That’s a year 1 number
