It honestly depends on the job and some job listings might say what they want explicitly. But if they don't state it upfront, I would say it doesn't hurt to apply and explain the situation!
Definitely apply. You need to save your place in line. The hiring process could be over before you get your license, so let them know the "license is in the mail," so to speak. If you haven't heard yay or nay from them when the license comes through, that is a good excuse to call for an update -- both to them that you are now able to step in immediately and for you as to whether the job has been filled, still being reviewed, or put on hold for some reason. You can't in the door if you don't get in line.

I would apply because who knows how long the hiring process will go and it might come through in the meantime.
I agree with this. I started applying before I had my license in hand because the hiring process alone seems to take forever and a day.
