Did you know about the violation when you were going through the buying process? Part of your due diligence should have included getting the HOA CC&R’s and finding out what the current status of the account was. The HOA definitely should have communicated the status as far as having a violation that was in the process of correction. If they didn’t notify you of that, I’d argue that you should be given some leeway to make the corrective action without a fine.
I’d reach out to the HOA management company and try to have a conversation with them. Explain the situation, show that you’d like to be in compliance, and ask if there is a way to delay or cancel the fine as long as you make the fix needed to correct it.

You’re being pretty vague on the details here, so we’re all just guessing at how to handle things.
Generally speaking, HOA’s are all operated very differently based on their size and needs. Some HOA management companies will only issue violations if reported. Others will physically inspect the community on a regular cadence (weekly, monthly, quarterly, etc) and report what they see. They may not have noticed the deterioration until it was pretty far down the rabbit hole. But at the end of the day, you should have seen the CC&R’s prior to buying, and known what the expectation of upkeep was going in. So now it’s on you to fix it.
