I wouldn't over think your reputation too much, OP. I don't think employers would hold a dysfunctional office against you in particular. If it takes longer to get hired elsewhere right now, it's only because of the market.. not because of your ability to get hired. Be patient, something will turn up!!
I personally wouldn’t bring up the issues you have when you interview somewhere else. No one has to know the true reason why you want to leave. If you begin to interview and are asked why you want to leave your current position just say career growth & that you want to broaden your skills & gain more experience. Other reasonable reasons include wanting better compensation or relocation
As others have said, I wouldn't worry too much about your reputation. Unless you work in a really small town, the odds of other law firms knowing how things are going internally is pretty low. I would encourage you to either stay and continue developing your skills before applying elsewhere, or just start applying now.
Subject Expert
Just put yourself out there by sending your resume (with a cover letter telling them your goals, what you would like and last why you feel you would be a good fit for their company or for them to take a chance on you. Do not speak evil of the company you work for. Show all the good points. The balance, what you do like about your work, try to stay completely off anything negative). If they ask for negativity, tell them that you think it is unprofessional to tear down another company and refuse to give them anything reasons to suspect trouble in the waters. Just say you are looking to grow and learn more (hopefully you are). Keep the conversation in the light and out of the dark. Be firm, be serious, and be professional.
